8 – Reconstruction of villages

Objective of the program

To reconstruct, to recover and to relocate the locations of Novo Bento Rodrigues, Paracatu and Gesteira, with specific projects for each location, as well as a specific project for the reconstruction of the Gesteira school. After the completion of the reconstruction and resettlement, to monitor the resettlements part of the social programs of the locations for up to 36 months.

Bento Rodrigues Resettlement Project
As of December 12, 107 houses, 13 vacant lots and 2 collective goods (school, health center, service center) were filed with Mariana’s Municipal Office, totaling 113 registered processes.
The infrastructure works (earthworks, subgrade preparation and paving), scheduled for 2019, have not been completed. Cause: The consortium formed with a local company underperformed, having completed approximately 55% of the 100% planned for the period. In addition, the volume of rainfall, expected to decrease in March 2019, remained high until May 2019, further contributing to reduce the pace of the works. Countermeasure: Transfer the remaining infrastructure works to the company HTB, which is larger and more experienced in conducting works of great complexity. This transfer was initiated in November 2019.
The construction of the service center and health center, scheduled for 2019, has not been completed. Cause: Delay in the approval process of the projects and in the issuance of building permits by Mariana’s Municipal Office. Countermeasure: An agreement was signed with Mariana’s Municipal Office, according to which the Renova Foundation would make professionals available to assist in the evaluation of registered projects, with the objective of providing greater speed in the permit approval process. The Renova Foundation is also undertaking ongoing efforts with Mariana’s Municipal Office to actively monitor permit issuance. Finally, the recent contracting of HTB for the execution of the mentioned buildings is also intended to contribute to the completion of this part of the scope.
The construction of 32 houses, scheduled for 2019, has not been completed. Cause: Insufficient time to complete the houses due to the delay in the approval processes of the projects and the issuance of building permits by Mariana’s Municipal Office. Countermeasure: An agreement was signed with Mariana’s Municipal Office, according to which the Renova Foundation would make professionals available to assist in the evaluation of registered projects, with the objective of providing greater speed in the permit approval process. The Renova Foundation is also undertaking ongoing efforts with Mariana’s Municipal Office to actively monitor permit issuance. Finally, the recent contracting of HTB for the execution of the mentioned buildings is also intended to contribute to the completion of this part of the scope. The houses are expected to be completed in December 2020, according to the construction schedule under discussion in a Public Civil Action.
Paracatu de Baixo Resettlement Project
Mariana’s Municipal Office issued the permit authorization to carry out subdivision works.
Completion of the installation of a fence around the entire perimeter of the subdivision.
Initiation of earthworks for the main access road to the Paracatu de Baixo Resettlement.
The external power grid that will supply the Paracatu de Baixo district has been completed.
As of December 2019, 32 conceptual house projects were completed, a fundamental item for the construction project.
The construction of equipment for collective use, planned for 2019, has not been started. Cause: Delay in the urban licensing (developmental approval) process. The projects were filed in February 2019 and only approved by Mariana’s Municipal Office in June 2019. Delay in the registration of the subdivision, considering that the descriptive memorandums were filed in August 2019 and that the respective decisions by Mariana’s Municipal Office have not been issued yet. Development of the urban project in conjunction with the community, whose participation took more time than initially planned. Countermeasure: Large company hired to execute infrastructure and buildings, due to its better execution capacity, in order to recover part of the delay generated in the issuance of licensing and in the registration of the subdivision.
Gesteira Resettlement Project
Signage of the land acquired for the implementation of the Gesteira Resettlement has been completed.
The infrastructure activities scheduled for 2019 have not started. Cause: Elaboration and approval of the Urban Project by the competent bodies, which are under the responsibility of the Technical Advisory Body, the Commission of Affected Parties and the Community, are still pending. Countermeasure: There is none, as it is necessary to wait for the referred urban project to be sent for analysis of technical and legal feasibility, as well as for the discussion, approval and carrying out of studies and projects and other actions necessary for the implementation of the resettlement.
Family Resettlement and Reconstructions Project
As of December 2019, 31 private instruments for the purchase and sale of real estate were signed.
CEMIG's analysis of the declaration of adverse possession of the property of P.M.D. was completed and approved.
Detailed projects for two buildings (ID 348 and 576) completed, documents necessary to start the construction of the building or renovation.

Bento Rodrigues

However, even before such clarifications were given, the case was dismissed. The organ informed that it will be necessary to adapt the well and repeat the test in order to license the water withdrawal.

The next WG will be held on 05/14/19 at 5:00 p.m. The main points were:
Compensations: The Renova Foundation shall submit to MPMG (Prosecution Service of Minas Gerais), Commission and Advisory Board, within 7 days, a printed document containing a description of the compensation method, compensation scenarios with examples and values, applying the calculation methodologies presented, as well as examples to illustrate possible situations. Clear and practical language of how the formulas will be applied and their fundamentals. Deadline: 04/30/19;
Sanitary Landfill: The Renova Foundation must present the landfill project. Deadline: 05/06/19;

• On 04/24/19, the retaining wall was completed in block F, corresponding to 3% of the total planned lot retaining walls.

• On 04/02/19, a visit was made by the State Forestry Institute (IEF) to the Paracatu site to continue the evaluation of the process to obtain the plant suppression authorization.
• On 04/08/19, the environmental licensing was approved by CODEMA.
• On 04/09/19, a Working Group was held for discussions on the first general meeting to begin the elaboration of the conceptual projects of the houses and renovations of the church in the affected area.

• On 04/02/19, a meeting was held with the Ministry of Regional Development (land, engineering and social), in Brasilia, for consultation on the resettlement of the communities affected by the Sao Francisco River transposition.

• On 04/15/19, a meeting was held with the community to clarify the necessary steps to move forward with the family resettlement process.
• On 04/16/19, the company Seculo XXI began to put up fencing around the polygonal area.

On 02/26/2019, the court established 08/27/2020 as the deadline for the delivery of the new housing in the resettlement.
On 03/07/19, approval was received from DEER in relation to the electric power project in stretch 2 (MG-129 to the Bento Rodrigues interchange).
On 03/14/19, the 6th General DSS was held at the construction site of the Bento Rodrigues resettlement. The meeting was attended by the employees of the companies involved in the construction of the project and the Renova Foundation. Relevant issues regarding recycling and correct selective collection (presentation by the Mariana Association of Collectors of Recyclable Material - CAMAR), clarification on the financial health of the HSD consortium (responsible for the Bento Rodrigues infrastructure) and clarification on the correct dissemination of information on the progress of the Bento Rodrigues works.
On 03/14/19, the commission of affected parties visited the resettlement of Bento Rodrigues for photographic registration and verification of the progress of the works.
On 03/18/19, the records of the Bento Rodrigues resettlement lots were completed.
On 03/22/2019, the analysis began of the technical proposals for the sanitary landfill.
Up to 03/22/19, 53 probing holes were drilled, of the 250 holes anticipated in total, for execution of the geological model and sections, preparation of the projects for retention of the subdivision.
Visits of the families to the lots continue, to follow the development process of the housing projects. A total of 129 visits occurred up to 03/22/19. Present at these visits are affected families, technical advisory body, Social Management team, team that will execute the works, and the architect who elaborated the project of the house with the family.
Paracatu de Baixo
Up to 03/22/19, 11 probing holes were drilled, out of the total 45 of this campaign, for the elaboration of infrastructure projects.
On 03/08/19, five of the 16 pending de-characterizations of rural properties were filed with INCRA. Of these, 11 registrations were still pending, since the Rural Property Certificates were issued with other codes than on the Location Certificate.
On 03/12/19, the electrical and hydro-sanitary installations at the main gate and support center for those affected were completed.
On 03/14/19, the installation of the roof tiles to cover the cafeteria of the construction site was completed.
On 03/19/19, Cemig turned off the power to enable the installation of the capacitor bank and recloser, to provide service through the new electricity grid that will power the subdivision. On 03/21/19, the transformer of the provisional network was installed.
On 03/19/19, the urban planning projects were submitted to the Municipality of Mariana, with a geometrical review of the lots (after analyzing the mapping survey).
Gesteira
Up to 03/22/19, four probing holes were drilled, out of the 50 in total, for the elaboration of infrastructure projects.
On 03/11/19, a land record was issued on behalf of the Renova Foundation.
On 03/13/19, a kick-off meeting was held with Seculo XXI, a company contracted to execute the fencing of the land (polygonal). On 03/19/19, the company made a visit to the Gesteira site to acknowledge the area.
On 03/14/19, Samarco visited the Gesteira site for locating the enclosure in the interference area with the mineral slurry pipeline.
On 03/18/19, a meeting was held with the community to discuss the topics Emergency Financial Aid and mediated indemnity.
On 03/21/19, a meeting was held at the Town Hall of Barra Longa regarding the preliminary consultation on rural land parceling for the Gesteira site.
Social
Throughout this month, the Working Group held three meetings. On 02/28/19, the Landscaping Project was presented, featuring alterations made based on the results of the roundtable discussions for those affected in Paracatu de Baixo, in addition to a presentation of the paving and WWTP projects. On 03/14/19, discussions were held on the deadlines for resettlement and the projects mentioned. On 03/19/19, discussions were held on the assembly for approval of these projects.
On 02/25/19, a carnival mask workshop was held at RECRIAVIDA with a group of elderly and family members that will take part in the resettlements.
On 02/26/19, a meeting was held with the community of Gesteira to present and debate on the next steps of the resettlement. The community, supported by its technical advisory body, defined that the parceling of the soil of the resettlement will be rural.
On 02/27/19, a carnival workshop was held at RECRIAVIDA with a group of elderly and family members that will take part in resettlements.
On 03/12/2019, the 15th Interdisciplinary/Housing WG was held at the Convention Center of Mariana. Participating were the Prosecution Service, community of affected parties, Municipal Office of Mariana, technical advisory bodies, maintainers and the Renova Foundation. The main points were:
- The technical advisory body presented the result of the meeting held on 02/26/19, to define the time frame of the new centers.
- Verification of the possibility for a greater distance between the houses and the WWTP location.
- The Prosecution Service requested a detailed letter from the Municipal Building Department stating the insufficiency of professionals in this department.
- The Prosecution Service requested to submit a preliminary compensation proposal for the differences between the original real estate and the intended resettlement type.
Scheduled for 04/23/19, the next meeting of the Interdisciplinary/Housing WG.
In the week of 03/18/19 to 03/22/19, the terms necessary for the collective resettlement of Bento Rodrigues were finalized.
In the week of 03/18/19 to 03/22/19/19, the Family Social Assistance and Support Plan - pre-housing and post-occupation stages was completed.

Bento Rodrigues
The environmental study was completely revised and finished on 02/10/19 to release works in specific locations that extrapolate the licensed area. The evaluation of the technical proposals for the construction of the Sanitary Landfill was completed on 02/15/19.
CEMIG issued a report on 02/18/19 approving the projects of the urban electricity grid / public lighting of the Bento Rodrigues resettlement.
Earthworks for the access road to the Bento Rodrigues subdivision began on 02/19/19.
The first technical proposal of one of the proponents for the execution of package 1 for the construction of houses was presented on 02/26/19.
The projects of the urban electricity grid / public lighting of the Bento Rodrigues resettlement, in compliance with the conditions of the permit, were filed with the PMM on 02/27/19.
Visits of the families to the lots continue, to follow the development process of the housing projects. A total of 106 visits occurred up to 03/08/19. Present during these visits are the affected families, technical advisory body, Social Management team, team that will execute the works, and the architect who elaborated the project of the house with the family.
So far, 35 probing holes were drilled (of the 250 holes planned in total) for execution of the geological model and preparation of the containment projects of the subdivision.
Power is up and running, the electric power grid put into operation and the lighting system installed at the construction site.
Paracatu de Baixo
The Municipality of Mariana issued the Location Certificate of the subdivision on 02/18/19.
The Secretariat of Environment visited the area of Paracatu de Baixo on 02/18/19 to continue the evaluation for environmental licensing.
The Municipality started analyzing the projects for developmental approval and licensing on 02/21/19.
On 02/22/19, an official letter was filed with the Commission of Affected Parties with a definitive date for the presentation of conclusive studies on the raw water supply.
On 02/26/19, the earthworks in the area of the cafeteria were completed and the execution of the walls of this space were initiated.
On 02/27/19, the drilling of probing holes began for the elaboration of the infrastructure projects.
On 02/28/19, a Working Group was held to present the paving, landscaping and WWTP projects.
Gesteira
On 02/13/19, a meeting was held with Emater for negotiations on the types of land subdivision.
On 02/14/19, a visit was made to the Gesteira area with a team from the Internal Work Group of the Renova Foundation to learn about the resettlement land.
On 02/20/19, the preliminary studies of the host area were resent to the Commission of Affected Parties and technical advisory body.
The details of the next steps of the Gesteira resettlement were filed on with the Commission of Affected Parties and technical advisory body on 02/22/19.
On 02/26/19, the drilling of probing holes began for the elaboration of the infrastructure projects.
On 02/26/19, a meeting was held with the community to present and debate the next steps of the resettlement. The community, supported by its technical advisory body, defined that the parceling of the soil of the resettlement will be rural.
Social
On 09/02/19, a mass was held in the area of the Paracatu de Baixo resettlement.
On 02/12, 02/13 and 02/14/19, WGs presented the points identified in the roundtables (validation of the landscaping, paving and WWTP projects) and evaluation of the activities carried out during the roundtables for Paracatu de Baixo.
On 02/19/19, the WG discussed the format of the feedback on the roundtables (validation of landscaping, paving and WWTP projects) for Paracatu de Baixo.
On 02/25/19, a masks workshop was held at RECRIAVIDA with a group of elderly of the resettlement and their relatives.
On 02/26/19, a meeting was held with the community of Gesteira.
On 02/27/19, a Carnival workshop was held at RECRIAVIDA with a group of elderly of the resettlement and their relatives.
On 02/28/19, the landscaping project was presented, which included alterations made after the roundtables with those affected from Paracatu de Baixo.
In February, the terms of the resettlement were approved by the Prosecution Service. Also approved was the hiring of the resettlement consulting firm.
On 03/12/2019, the 15th Interdisciplinary/Housing WG was held at the Convention Center of Mariana. Participating were the Prosecution Service, community of affected parties, Municipality of Mariana, technical advisory bodies, maintainers and the Renova Foundation. The following points were discussed:
the technical advisory body presented the result of the meeting held on 02/26/19 to define the time frame of the new centers;

The projects and documentation related to file 3 (Bento Rodrigues intersection at the Mariana landfill) to prepare the electrical grid for the Bento Rodrigues resettlement were approved by CEMIG on 01/03 and works were initiated on 01/08.
The report on emergency intervention works at the Mariana landfill for the rainy season was filed on 01/07 with the Municipal Office of Mariana.
Activities for implementation of storm drainage in area 2 of the Bento Rodrigues resettlement project were started on 01/09.
Held on 01/15, at the Convention Center of Mariana, the 14th Interdisciplinary/Housing Working Group with participation of the Prosecution Service, community of affected people, Municipal Office of Mariana, technical advisory bodies, maintainers and the Renova Foundation. Discussed were the resettlement of new households, dealing with the inconsistencies between boundary limits and auditing, environmental and urban licensing of Paracatu de Baixo, status of the collective resettlement works of Bento Rodrigues, Paracatu and Gesteira. Also addressed were questions related to the visits to the host land by those affected, family resettlement and a descriptive memorial of the Bento site. The next meeting of the group was scheduled for 03/12/2019.
Held on 01/16, the 5th General Health and Safety Dialogue at the construction site of the Bento Rodrigues resettlement. The meeting was attended by all employees and companies involved in the construction of the project and employees of the Renova Foundation. Relevant safety issues were addressed with a training on the interaction man vs. machine.
Completed on 01/19, the wiring of the electricity grid, part of file 3 (Bento Rodrigues interchange at the Mariana Sanitary Landfill).
The visits of the affected families to the Bento Rodrigues site resumed on 01/22. Present at these visits will be affected families, technical advisory body, Social Management team, team that will execute the works and the architect who elaborated the project of the house with the family.
The purpose of these visits is to give each affected family the opportunity to get to know the area where their house will be built, to clarify existing doubts with the teams and to continue the elaboration process of the project.
The activities of installing posts, cables and equipment for the electricity grid, part of file 5 (Ouro Preto interchange), were completed on 01/28.
On 01/28, the project and other documents related to the property with the name “Resettlement of Bento Rodrigues" were published in Mariana (MG) by the Registry of Real Estate. The requirements, exemptions, prohibitions and caveats, including indications for each lot contained in the memorial shall be an integral part of the registration and shall be entered in their respective field.
The Prosecution Service and technical advisory body Caritas have approved 16 resettlement terms that will be used for those affected. New terms that are needed during the course of the resettlement will be elaborated and re-validated.
On 02/04, the drilling began of the 250 probe holes based on the technical study of BVP Engineering to define the geotechnical profile of the project.
Paracatu de Baixo
Signing of the contract of CHD Consortium on 01/07. On the same date, the request for a location certificate in the Municipality of Mariana was also filed and an ambulance was mobilized for the resettlement of Paracatu de Baixo.
On 01/14, Engelig started its activities and CHD consortium, responsible for the construction site, started its fieldwork.
On 01/16, the basic urban projects were filed at the Secretariat of Works for developmental approval.
On 01/18, the methodology for approval of the landscaping, paving and WWTP projects was validated by the community of Paracatu de Baixo.
On 01/29, Engelig started the installation of posts for the main line of Paracatu de Baixo.
On 01/30, environmental studies and projects to obtain the environmental license were filed with the Environmental Department.
On 01/05, 01/06 and 01/07, open discussion sessions were held with the community about landscaping/ paving/ water supply and sewage treatment.

Gesteira
On 01/14, the registration of the land of the Gesteira resettlement was rectified at the Registry of Real Estate.
On 01/17, the ITBI (Property Transfer Tax) was paid for the Gesteira land.
On 01/18, dispensation was granted by the Municipal Government of Barra Longa for the licensing concerning the opening of the access roads to the Gesteira site and probing services on the land.
On 01/29, the purchase and sale agreement of the Gesteira land was signed.

- Acquisition of land for resettlement

On 01/11, the cafeteria of the Bento Rodrigues resettlement construction site was inaugurated with a special lunch. The event was attended by employees of all contractors and the Renova Foundation. From now on, employees don’t need to leave the premises anymore to have lunch.
On 06/11, we received formal authorization from the Mariana Municipal Office for emergency intervention at the municipal landfill to carry out protective measures in order to minimize instability risks during the rainy season. That same day, we completed the topographic signage of the lots located in blocks C, D, E, F and G in area 2. This activity will facilitate the identification of lots during the visits that will be made by those affected, and also for earthworks.
On 11/07, transportation began of the firewood donated to the affected families, as requested by the community of Bento Rodrigues. Part of the wood material extracted from the subdivision was reserved for this request, the other part is used for fencing the subdivision.
On 11/07, the following were completed at the earthworks construction site: the support structures of the toolroom/warehouse, workshop, carpentry unit and waste unit.
On 11/07, the Descriptive Memorandum of the Bento Rodrigues lots was filed at the Mariana Municipal Office. This was necessary to proceed with the issuance of the individual General Property Registry for each lot, which is a condition for the developmental approval of the Bento Rodrigues works.
On 11/07, 11/08 and 11/09, visits were made to the Bento Rodrigues resettlement subdivision by the architects who are preparing the individual projects of the houses. At a meeting held on 11/08, the latest adjustments were made for the visit of the Commission of the Affected Parties in conjunction with the Social Management team. Activities such as demarcation of lots with zebra tape, creation of schedule and route, and definition of safe paths were completed. The visits will be carried out according to the weather conditions and the possibility to move around on the construction site in safe conditions, due to the high change of rainfall in that period.
On 11/08, the tree felling provided for in the initial suppression map was completed. Suppression activities will now proceed with the felling required for drainage activities.
On 11/09, the MG129 Interchange Improvement Project was filed with the DEER in Ponte Nova. The project provides for improved access to the Bento Rodrigues subdivision.
On 11/13, initiation of emergency intervention works at the sanitary landfill of Mariana during the rainy season for adoption of protective measures. The goal is to minimize the instability risks at the site.
On 11/14, the 3rd General DDSS was held at the Bento Rodrigues Resettlement Construction Site. The meeting was attended by all employees and companies involved in the construction of the endeavor, and employees of the Renova Foundation. Addressed were relevant topics in relation to safety and the importance of the commitment of all in the execution of the project to reestablish the lives of those affected.
On 11/19, billboards were installed for identification of the lots where the Municipal School, the square, the service center and the health center of Bento Rodrigues will be built. This signage will help recognizing the areas during the visits to the subdivision.
On 11/20, the topographic marking of the lots in block E was completed, finalizing the topographic marking of the lots in area 2.
On 11/22, works for the implementation of the provisional power grid for the Bento Rodrigues resettlement construction site began. The provisional grid will replace the generators currently used on the site.
On 11/26, there was a Working Group with those affected from the community of Bento Rodrigues to present the status of the selection process of the company responsible for building the first resettlement houses and public assets. Of the 60 companies that started the process, only 6 reached the final phase. On 12/04, an assembly will be held with the community to select the company and to define contracting.
On 11/28, a Working Group was held for in-depth discussion of the interpretation of the guidelines that defines the concept of new households and initial criteria for priority choice of lots in Bento Rodrigues. The Renova Foundation and The Caritas Foundation presented their opinion. On 12/11, a new meeting will be held to define one single concept.
On 11/29, the provisional access road to the ADME (Surplus Material Deposit Area) was completed. Now, all surplus material for the landfill will be allocated to that area, where the Bento Rodrigues resettlement soccer field will be implemented in the future.
Paracatu
Consent was received for collection and disposal of solid waste for the Paracatu de Baixo resettlement, issued by the Municipal Secretariat of Works on 11/09.
Completed the works to improve access to the Paracatu de Baixo subdivision, Furquim Street section, on 11/09.
A Working Group was held with the Commission of Affected Parties of Paracatu, G20 and Technical Advisory Body (Caritas) for general assessment of the house design methodology on 11/08. It was agreed that on 11/14, there will be a presentation on the progress made with the conceptual project, for environmental and urban licensing purposes, and approval of the Bill for the creation of a Special Guidelines Area, for the implementation of the Paracatu de Baixo resettlement.
The purchase and sale agreement of Joao Taborda land was signed on 11/09. This area will be needed to carry out works to improve the access to the Paracatu de Baixo resettlement.
A meeting was held with the Mariana Secretariat of Works on 11/13 to define the level of the basic projects for developmental approval purposes.
HD (Hexagon + Dynamic) Consortium was set up for the implementation of the Paracatu de Baixo construction site on 11/20.
License obtained by the Mariana Municipal Office for construction of the Paracatu de Baixo construction site on 11/20.
On 11/21, a meeting was held to discuss the draft of the Bill establishing and regulating the ADIES (Special Guidelines Area) for the Paracatu de Baixo resettlement, between the Municipal Office, the Public Prosecution Service, SECIR, the community, Technical Advisory Body and the Renova Foundation.
The content of the Bill of ADIES (Special Guidelines Area) for the Paracatu de Baixo resettlement was consolidated on 11/22.
On 11/24, works were initiated for implementation of the Paracatu de Baixo construction site through a contract established through PG010. Completion is expected for March/19.
On 11/27, a Public Hearing was convened by the Mariana Municipal Office to discuss the ADIES Bill, to be held on 12/07.
On 11/27, kick-off of HD (Hexagon + Dynamics) Consortium, responsible for the implementation of the Paracatu de Baixo construction site.
Fencing of the Paracatu de Baixo resettlement area started by the company Seculo XXI on 11/29. Completion is expected for April/19.
Gesteira
On 31/10, a meeting was held with the Commission of the Affected Parties of Gesteira, AEDAS and Renova Foundation, in which the terms of the agreement were discussed and how to handle the 37 cases. It was agreed that the Renova Foundation should forward the planning (stages of environmental studies, water viability, etc.) to be compatible with the work plan being prepared by AEDAS and the Commission.
On 11/27, a meeting was held with the Gesteira Municipal Office to present the proposals that are still being validated by the community for the implementation of the resettlement and clarify the procedures that must be authorized by the Municipal Office for the implementation of the project.
Social Management
On 11/10, the first visit of the Commission of Affected Parties of Bento Rodrigues took place to monitor the resettlement works. Visitors inspected the works in conjunction with the implementation and Social Management areas, passing along the streets that can already be accessed, the demarcated blocks and three lots that went through the preliminary earthworks.
In the Housing/Interdisciplinary Working Group, held on 11/13, it was agreed that the Commissions of Affected Parties of Bento Rodrigues and Paracatu de Baixo will meet with the Renova Foundation, within 15 days, for presentation and definition of the companies that will perform the resettlement works, as well as contracting deadlines and criteria.
On 11/22, the activity “Cultural Solidarity Gathering” was held with the Seniors Group, in partnership with RECRIAVIDA.
Progress was made in discussions with the Community and Technical Advisory Body on New Households and Priority Process for choosing available land.
On 11/26, another purchase and sale agreement was signed for the acquisition of a property for family resettlement (assisted purchase) - serving 11 families. The cumulative total is 9 signed contracts, serving 11 families. Two contracts are for lots on which 2 buildings will be built (choice of those affected).

Bento Rodrigues
Filed, on 10/01, with the Municipal Office of Mariana, the consent received by SAAE for the detailed projects of the sewerage network and water distribution network of the Bento Rodrigues resettlement. The consent protocol was one of the conditions for the resettlement permit. The Plan for the Emergency Recovery of the Mariana Landfill was also filed with the Municipal Office of Mariana on 10/04. This project aims to recover the structures of the Mariana landfill to optimize its operation and to receive the waste of the resettlements.
On 10/04, a joint inspection was carried out of the works in the cafeteria and an agreement was reached on 10/26 to start the installation of the equipment by Sapore (company responsible for operating the cafeteria).
On 10/12, a party was held in the Bento Rodrigues resettlement in celebration of Children's Day. The party was attended by the entire affected community and featured recreational workshops, games and toys for children.
On 10/18, the plant suppression activities in area 1 were completed and, on 10/24, the plant suppression was completed in the access around wells 3 and 4 and in the WWTPs 1 and 2. This way, the physical progress made with the plant suppression activities reached 99%.
On 10/20, JM started transporting the surplus wood material to Santa Rita Durao (MG).
On 10/24, the consent by SAAE was received for the detailed projects of the wastewater treatment plants. On 10/25, the works to put into operation well 4 were completed, releasing it for water withdrawal. Both were conditions of the urban licensing for the Bento Rodrigues resettlement.
On 26/10, the first visit of architects and Social Management team took place in the new Bento Rodrigues development to see the lots and learn about the script used. This action served as a test to start the visits that will be made by affected people during the execution of the works.
The physical structure of the Support Center for the Affected People was opened to start its activities on the construction site of the Bento Rodrigues resettlement. This Center will be the support structure for carrying out visits to the lots and receiving affected people during the works.
Paracatu
On 10/01, work began on improving the access to the lots of Paracatu de Baixo (section of Furquim Street).
On 10/03, a Working Group was held with the Commission of Affected Parties from Paracatu de Baixo, G20, Technical Advisory Body and Renova Foundation, to present the proposed methodology for designing the houses and commercial properties with the families. On 10/10, the methodology for a pilot workshop was presented for designing the houses and commercial properties.
On 10/04, a workshop was held to rescue the cultural patrimony EPIC/RIPC (Preliminary Cultural Impact Study/Impact Report on Cultural Patrimony) with the Commission of Affected Parties of Paracatu de Baixo, G20, Technical Advisory Body and Renova Foundation.
On 10/19, kick-off of the company Seculo XXI, responsible for the execution of plant suppression and fencing of the Paracatu de Baixo resettlement area.
On 10/22, the acquisition was approved of the area needed to carry out works to improve the access to the Paracatu de Baixo resettlement.
The engineering projects for the environmental licensing process were completed. Filing for environmental licensing at the Secretariat of Environment is expected for November 2018.
Gesteira
On 10/16, a meeting was held with the community of Gesteira to discuss the proposal for the agreement of case studies for access to family resettlement. Scheduled for 10/31, a joint review between the Renova Foundation, Technical Advisory Body, Commission and Prosecution Service, regarding the terms of the agreement of the case studies for access to family resettlement.
Social Management
Approval of the conceptual projects of the first public facilities for the affected community of Bento Rodrigues: approved were the projects for the school, health center, service center, squares, parks and landscaping.

Bento Rodrigues
Completion of plant suppression at the provisional access road, giving way to initiation of earthworks to execute the deviation, aiming at minimizing traffic and allowing greater safety within the project.

The conceptual urban project of the Paracatu de Baixo resettlement was approved by the community in an Assembly held on 09/13.
Voted and approved in the Municipal Council, on 09/24, the 1st Bill that allows the creation of a special guidelines area (ADIES) for resettlement projects, necessary for Paracatu de Baixo.
On 09/26, we presented in the Working Group the licensing process for the resettlement of Paracatu de Baixo to the Commission of Affected Parties, G20 and Technical Advisory Body.
Gesteira
An letter was filed on 09/03 with the Prosecution Service for Foundations regarding the negotiation process for the acquisition of the Gesteira plot.
A draft of the Term of Commitment to include seven households in the collective resettlement of the community of Gesteira was forwarded to the Commission of Affected Parties on 12/09.

On August 1, 2007, the Municipality of Mariana issued the Urban Development Permit for the Bento Rodrigues Resettlement, which authorizes the Renova Foundation to start its works in the Lavoura area.
On 08/03, an ecumenical service was held to commemorate the initiation of the Bento resettlement works at the construction site in the Lavoura area, which was attended by the affected community, municipal government of Mariana, prosecutor’s office, churchgoers, Renova staff and contractors.

Held on 08/10, a meeting at the Town Hall of Mariana for validation of projects of public use. The meeting was attended by the deputy mayor and several representatives of secretariats who validated the projects and requested some modifications. Presented were the projects of the School, Service Center, Health Center, Sports Court, Soccer Field, Linear Park and Squares.

Held between August 20 and 25, conversation circles with those affected at the Convention Center of Mariana regarding the development of real estate projects for public use. Featured projects: School, Health Center, Service Center, Linear Park, Soccer Field, Squares, Sports Court, Water and Sewage System, Paving and Lighting.

On 8/21, were initiated the civil works of the Visitors Center. This structure will be part of the construction of the Bento Rodrigues resettlement and will be used to develop the work by the Social Management team and for receiving those affected during visits made to the site.

On 08/30, the following executive projects were filed with the Municipal Government of Mariana: Paving, Pluvial Drainage and Containment of the main access, in addition to the ART of the EIV (Neighborhood Impact Study). These deliveries were outlined in the Building Permit of the development and are conditions of the urban licensing.

Paracatu de Baixo

In the Interdisciplinary Working Group/Housing held on 08/01, the criteria for the inclusion of the rural farmers to the collective resettlement project of Paracatu de Baixo were defined, with only ten farmers formally included in the conceptual project.
An informative session was held on August 9, 10 and 11 on the conceptual urban project of the resettlement of Paracatu de Baixo, for the Community, Commission of Affected Parties and Technical Advisory Body (Caritas).

In order to improve the access of machinery and equipment to the Paracatu de Baixo resettlement and safety of the access road, on 8/15 a request was filed at the Secretariat of Works, COMPAT and Civil Defense, for a construction permit for works to improve the access to Furquim Street.

On 8/20, a visit was made, together with the technical resettlement implementation team and the Municipal Government of Mariana, to Paracatu de Baixo and to the host area of ​​the Paracatu de Baixo resettlement to get to know the area.

A Public Hearing took place on 8/22 to discuss the Bill to amend the Master Plan of Mariana/MG to enable the creation of special guidelines for resettlement projects, necessary for Paracatu de Baixo.

Rescheduled to 9/13, in a WG (Working Group) held on 8/29, the Assembly with the community of Paracatu de Baixo to vote on the conceptual resettlement project.

Since the works for setting up the Paracatu de Baixo construction site are expected to start in October/2018, a request to waive the environmental license for the Paracatu de Baixo construction site was filed on 04/09 with the Secretariat of Environment, expected to be released within 30 days. After the works are released by the Secretariat, which depends on the protocol scheduled for September 12, activities will be initiated only after the release by the Municipal Government of Mariana/MG.

An Informative Meeting was held with the community of Paracatu de Baixo, on 09/05, for presenting the conceptual urban project and agreements for the assembly to vote on the resettlement project, which is scheduled for 09/13.

Gesteira

On 08/03, an Assembly was held in the community, summoned by the Commission of Affected Parties with the presence of the MPF (Federal Prosecution Service) and SECIR (State Secretariat of Towns and Regional Integration) requesting answers regarding the eligibility case studies of 7 families for the collective resettlement of Gesteira.

The MPF sent a requisition to the Renova Foundation on August 5, requesting an answer regarding the case study families. A draft agreement is being prepared by the Renova Foundation on the 7 families that are part of the resettlement eligibility case study.

Filed, on 08/17, with the Commission of Affected Parties, are the preliminary environmental and topographic studies of the terrain for technical analysis of the area indicated for the resettlement of the community of Gesteira. Scheduled for February 2019 are the delivery of consolidated environmental studies.

Filed on 09/03, with the Prosecution Service for Foundations, is the letter to assess the acquisition process of the terrain indicated for the resettlement of the community of Gesteira. The Renova Foundation is awaiting a response from the Prosecution Service for Foundations to continue the negotiation process for acquisition of the terrain.

Social Management

Conversation circles for validation of the conceptual design of public facilities - school, health center, service centers (post office, police station, municipal guards and municipal service center), landscaping, squares and infrastructure (water treatment, sewage, public lighting, telephony and paving).

In total, 152 people participated in the circles, we received 245 positive calls, 121 calls about points that need our attention and 248 suggestions.

5th Meeting with Families - Step: Understand the methodology for designing the houses.

Revision of the conceptual project of the resettlement considering the demands identified in the presentations of the project elaborated using PRD - Participatory Rapid Diagnosis.

Scheduled for September 13 is the assembly for approval (voting) of the conceptual project of the resettlement.

Handed over the keys of the first house that was rebuilt in the rural area of ​​Mariana. New deliveries are planned for the coming months.

Trip to the “Fish & Pay” in Santa Rita, Ouro Preto, with a Group of Elderly and Relatives. Twenty-one elderly and 17 companions participated.

Bento Rodrigues

Submitted by SEMAD, on 7/5, was the document formalizing the Environmental License for the main activity of Urban Land Allotment, authorizing its implementation and operation. The General Property Registry (RGI) was also received on behalf of the Renova Foundation.

On 7/12, construction works were completed of the temporary bridge to access the well to withdraw water from Novo Bento by the company SEMD and, on 7/16, the authorization was granted by the Renova Foundation for the management of Fauna (rescue/save/transport) in Bento Rodrigues, which allows the animals to be rescued in the area of Lavoura during the execution of the works.

The second phase of the Registration process of the affected parties started on July 20. This phase will inspect the registrations that were made in the 1st phase. Expected completion by October 2018.

On 07/20, the administrative office was inaugurated and the Bento Rodrigues Resettlement team was mobilized for the construction site in the Lavoura area and, on 7/27, a meeting was held with the Municipality of Mariana/Secretariat of Construction Works to carry out deliveries and pending alignments in relation to obtaining the building permit for the development.
Gesteira

The following studies were finalized: passive environmental analysis, flora and fauna, speleology, PPAs, agricultural aptitude and water availability.

The installation/configuration of the equipment of the computer room in the Barra Longa school was completed.
A request was put in for the acquisition of images of the host area of Gesteira to issue legal advice regarding the Legal Reserve.

Paracatu de Baixo

On 7/4, the Preliminary Consultation on the resettlement of Paracatu de Baixo was filed with the Municipal Government of Mariana to verify the feasibility of the allotment in accordance with the Municipal Master Plan. The Municipal Government will issue a technical opinion within 30 days.

The workshops for the design of the conceptual project of the resettlement together with the Community of Paracatu de Baixo was evaluated on 07/11.

On 07/24, new adjustments to the Conceptual project for the resettlement of Paracatu de Baixo were presented to the Community, Commission and Technical Advisory Body.

Published in the Official Gazette de Mariana (local newspaper), on 08/03 was the announcement of a public hearing, to be held on 8/22, at 7:00 pm, to discuss the Bill (PL) to amend the Master Plan to enable the creation of an area of special guidelines for resettlement projects.

Social Management

The 3rd and 4th Meeting with Families - Phase: Learn about the methodology for designing the houses. This phase involves a group of families, the architects who will develop the project, social area and Technical Advisory Body. After this phase, the next step is to draw up the design individually with each family.

Presentation and validation of the methodology for the hearing related to public facilities. It was necessary to establish a methodology for project design and validation in a participatory way.

Review of the criteria for the insertion of rural farmers who will go to the collective resettlement. As requested by the Commission and agreed with the community and Technical Advisory Body.

The construction of the conceptual resettlement project was finalized, contemplating the Participatory Rapid Diagnosis - DRP.

There were also trips to the fish & pay pond in Santa Rita, Ouro Preto, with elderly and families. During the pre-housing process, monthly events are held with the community.
Engineering

Documentation for infrastructure and external power supply packages in Gesteira was completed on July 1.

The final documentation was submitted to the SEMAD on 07/05, supplementing the issuance of the Environmental License for the implementation of the Bento Rodrigues Resettlement.

Prior issuance, from 07/26 to 07/06, of purchase documentation (Technical Requisitions, PQ, CDM) of the school, health care unit, and service points of Bento Rodrigues, to meet the needs of the implantation.

On 07/12 the Paracatu urban planning project was presented to the Commission and the resettlement project was prepared for validation, with the participation of the Engineering team and together with the Dialogue Team.

Delivery of the final scale model of Bento Rodrigues. The scale model will be displayed at the construction site of Bento Rodrigues. Awaiting the construction of the Visitors Center for its delivery.

Challenges

● To consolidate, together with the public authorities and the Residents' Commission, a plan for the recovery of the deadline for the environmental and urban licensing schedule of Bento Rodrigues.

● To consolidate the polygonal area to be acquired for the resettlement of Gesteira together with to the community, the Technical Advisory Body and the owner of the land.

Bento Rodrigues

The Board of Councilors approved, in a single vote, Bill 3,220, which authorizes the donation of nine pieces of land to the Renova Foundation, for the resettlement in New Bento. The approval took place on June 11 and the project was signed by the Mayor of Mariana on June 12.

On the 18th, the revision of the urban project of Bento Rodrigues was filed with the State Secretariat for Towns and Regional Integration (Secir) and the Municipal Government.

Whereas on the 21st, at Mariana's Notary's Office, the deed of donation of the parcel of Lavoura land was signed.

On June 25, the Technical Board for the Protection of Biodiversity and Protected Areas approved the proposal to compensate for the suppression of Atlantic Forest for the Bento resettlement. On that same day, a work order was issued to initiate the mobilization of the resources needed to carry out the vegetation suppression activities in the Lavoura area.
The activities will be executed after the issuance of the environmental license and building permit.

Gesteira

The land owner Mauricio Gomes released, on June 13, the host area of ​​Gesteira. Thus, environmental studies (flora, fauna, water availability, agricultural aptitude, speleology, etc.) and engineering studies (topography, planimetric and altimetric survey, water studies, among others) were released.

On that same date, a visit was made to this possible host area for the resettlement. The action was attended by the Commission of Affected Parties of Barra Longa, community of Gesteira, technical advisory body (AEDAS) and the Renova Foundation.

The objective was to promote the physical recognition of the land indicated by the community, to observe the physical and natural characteristics of the area.

Whereas on the 25th, a case study was completed to define the eligibility of families for collective resettlement of the community. The nine pending cases of the in total 37 eligible families were completed. The result of these latest case studies will be made available by the Renova Foundation for analysis by the technical advisory body of the esteira
community (AEDAS).

Paracatu de Baixo

On June 14, the RGI (General Registration of Property) was issued for two of the parcels of land of New Paracatu de Baixo on behalf of the Renova Foundation. With this, two parcels remain to be registered, which have pending inventory. The next steps are the registration of inventories and “bonis non administratis” in the RGI Registry and the of the
registration of real estate on behalf of the Foundation.

On June 30, the participatory workshops for the conceptual design of the Paracatu de Baixo resettlement were finalized. This initiative was divided into four stages of joint construction, together with the community of Paracatu de Baixo, Technical Advisory Body (Caritas) and the Renova Foundation.

The next steps of this work are the evaluation of the workshops with the community, adjustments made by engineering (according to the Rapid Participatory
Diagnosis (DRP) elaborated during this activity) and the presentation of the final project.

Furthermore, the preliminary consultation of the resettlement of Paracatu de Baixo was filed with the Municipal Government of Mariana to verify the feasibility of the subdivision in accordance with the Municipal Master Plan. The Municipal Government will issue a technical opinion within 30 days.

Social Management

The following activities were carried out:

● Listening to families who fit into resettlement case studies. Feedback to the community, Commission and Technical Advisory Body for July;
● Completion of two stages of the resettlement process of Bento Rodrigues: visit to the host area with the commission, technical advisory body and community to design the resettlement of Bento and construction of the resettlement project with those
involved;
● Housing working group;
● Validation of the term of use and responsibilities of the vertical garden in the community garden;
● June Celebration in partnership with Recriavida, with the participation of 25 elderly people and 38 companions;
● Definition of requirements (collective equipment) for the construction of the main office of the Bento Rodrigues Residents Association, Linear Park and CRAS, as well as the School, squares, gymnasium and soccer field;
● Visit with residents to Bento, for on-site verification of collective equipment still existing in the community (Church of Merces, Evangelical Church, Residents' Association, Gym and Bento Rodrigues Farmer’s Market Association). The methodology for designing houses and collective equipment was also defined;
● Definition of the requirements for construction of the spaces for the Town Clerks
Office, Municipal Guard, Post Office and Point of Support for Military Police;
● Completion of the stage “Meet with Architects” for the 2nd Group of Families, totaling 25 households.

Engineering

The team visited the host area of ​​Gesteira with the community, Commission of Affected Parties, Technical Advisory Body (AEDAS) and Renova Foundation. The owner of the host area also allowed initiation of the engineering studies.

In order to obtain the Installation License (LI) and a permit to start the works, a revision of the Bento Rodrigues urban project was filed with Secir and the Municipal Government of Mariana. In addition, the deed of donation of the land where the village will be built was issued by the Municipality of Mariana to the Renova Foundation.

The workshops with the community to design the conceptual project were also finalized and its approval is scheduled for July. It will supplement the development of the Paracatu de Baixo urban development project.

Bento Rodrigues
On May 15, the Municipality of Mariana issued a declaration of compliance to the Environmental Licensing procedure filed with the Priority Projects Office (Supri). As early as May 16, the Municipal Government had issued a term authorizing the start of the enterprise in the Lavoura site.

In that period, amicable expropriation deeds for the Lavoura site were also signed by the company Arcelor, the Mariana Municipal Government and Renova. The General Property Registry (RGI) was also issued on behalf of the Renova Foundation. On May 21, Incra also issued a document characterizing the use of soil in the Lavoura site as urban, and no longer rural. On May 22, the RGI for the Lavoura site was issued on behalf of the Municipality of Mariana. The vote on the Donation Bill is scheduled for June.

In addition, the contract with the company SEMD Caldeiraria came into effect in this period. The company is now in charge of building a mixed bridge (made of concrete, with a metal structure) in Bento Rodrigues. The bridge will be used to access the water well and the project’s Sewage Treatment Plant.

On May 23, the environmental studies of Bento Rodrigues were officiated at Semad, formalizing the environmental licensing process. On May 29, the J+T architects started interviewing the affected population of Bento Rodrigues to design the house projects. These projects will be developed alongside the families, in order to meet all the desires of those involved. This work is expected to be finished alongside each resident in 45 days.

Paracatu de Baixo
Residents of the community and representatives from the Technical Advisory Body (Caritas) evaluated and validated the methodology pilot for conceiving the Paracatu de Baixo resettlement project. The project was signed off on during a Working Group meeting held on May 3. On May 8, during another Working Group session, the methodology schedule for this project’s conception was drafted. The community, the Paracatu de Baixo Commission of Affected Parties and the Technical Advisory Body all took part in this project. Another community-oriented initiative were the participatory workshops to design the resettlement project, an activity in which Caritas and the Renova Foundation also participated. On May 24, the second stage of these workshops was also finished. During the activity, the community became acquainted with the resettlement area using maps and a scale model of the host area, which were based on the original area map.

There were also 16 new registrations for the Paracatu de Baixo site on behalf of the Renova Foundation at the Mariana RGI. Thus, there remain two registrations, which have pending inventory payments and registered under the Foundation’s name.

On May 22, the 4th Interdisciplinary/Housing Work Group meeting took place at the Mariana Convention Center. The meeting was attended by representatives of Samarco, Vale, BHP Billiton, the Renova Foundation, the Mariana Commission of Affected Parties, SECIR, SEMAD, the Mariana Municipal Government and the communities of Bento Rodrigues and Paracatu de Baixo. As per the planned schedule, the Renova Foundation presented conclusive studies on water availability and sanitary issues in Paracatu de Baixo.

Gesteira
On April 11, a Working Group session was held to define the eligibility criteria for resettlement. Participants in the meeting also authorized the Renova Foundation to proceed with the acquisition process for the 40-hectare tract land, as suggested by AEDAS.

The Interdisciplinary/Housing Work Group was also established, with bi-weekly meetings. The affected community and their commissions, PMG, Technical Advisory Body (Caritas), Renova, SEMAD and SECIR, the Municipality and CODEMA now all participate in this Forum. This way, Bento and Paracatu de Baixo Working Groups will be joined, and the Gesteira community will participate as listeners.

The first meeting in this structure took place on April 25. During the meeting, a unified methodology proposal for a family resettlement, presented by the Renova Foundation, Caritas and the Commission of Affected Parties, was discussed.

On May 7, the affected parties and Technical Advisory Body (AEDAS) and Renova Foundation representatives 13 more names for the Gesteira resettlement, totaling 18 names eligible for resettlement.

On April 9, a meeting was held to mark the kick-off of the activities by the Cerne company, responsible for project preparation, documentation and preparation of panels for setting up the construction site of Novo Bento. On that same day, the certificate of the location of the village was signed at the National Institute of Settlements and Agrarian Reform.

A unified proposal for the methodology for family resettlement was defined in a Working Group that includes the Renova Foundation, Caritas and the Commission of Affected Parties.

Throughout this month, there were discussions related to the mobilization of staff, equipment and machinery - to enable the effective start of activities at the construction site.

The Technical Advisory Body also validated the methodology for discussing the Paracatu de Baixo urban development project. Sixteen Real Estate Transfer Tax (ITBI) payments have already been paid by the Renova Foundation, meaning there are only two pending left, due to inventory issues.

The eligibility criteria for the resettlement of Gesteira were defined, as well as the alterations to the polygonal area of the project to be implemented. The Renova Foundation will proceed with the acquisition of 39.2 hectares of land, as suggested by the State Environmental and Social Defense Association (AEDAS).

An Informative General Assembly was held on March 21 with the community of Bento Rodrigues (MG), to provide clarification on the progress of the resettlement activities after the approval of the urban project, and the next steps (licensing, land registration, works, deadlines).

In a hearing in the Court of Mariana, part of the guidelines for the resettlement process of Bento Rodrigues, Paracatu de Baixo and the reconstruction of other affected rural communities was validated. The guidelines were approved by the Prosecution Service of the State of Minas Gerais (MPMG).

The Renova Foundation completed the payment of the Real Estate Transfer Tax (ITBI) for 80% of the land in the Paracatu de Baixo (MG) community, totaling 392 hectares. End March, the negotiation with the Commission of Affected Parties and Caritas (technical advisory body) to define the methodology for discussing the conceptual urban project was finalized. As with the community of Bento Rodrigues, the objective is for the housing and public areas of Paracatu de Baixo to meet the needs of future residents, preserving their habits, neighborhood relations, and cultural and religious traditions.
In Gesteira (MG), the Commission of Affected Parties, together with the technical advisory body State Environmental and Social Defense Association (Aedas), presented its proposal for the measurements of the resettlement of the village. Until then, based on conversations with the group, the resettlement was defined for 20 families. In the new proposal, the association claims the resettlement of 37 families and defined a minimum area of 5 thousand square meters per family. The proportion the commission is requesting for each family is five times higher than they had in the old village. The lap of land desired by the commission totals 39 hectares. Previous planning foresaw 6 hectares.

An important step was made with the approval of the Bento Rodrigues Urban Project by the community in an Assembly on February 8, in Mariana (MG). Another important fact that occurred concerns the initiation of the registration process for those impacted from Bento Rodrigues and Paracatu de Baixo, in Minas Gerais.

Participation in the Public Civil Action of conciliation in Mariana (MG) occurred on 02/02 to define the guidelines of the Resettlement Support Plan, filed on 02/06 in Mariana (MG).

The proposal of the polygon in Gesteira (MG) was presented on February 24 by AEDAS and the commission of affected parties of Barra Longa to the Renova Foundation, with the participation of the Federal Prosecution Service.

Complementary environmental studies (agricultural aptitude and water availability) were filed with the Technical Board to corroborate the fertility of the Gesteira (MG) territory.

After the consolidation of the urban project, a result of the workshops with the community of Bento Rodrigues, and agreed with the Commission of Affected Parties, Prosecution Service and maintainers, the assembly for validation of the conceptual urban project was scheduled for January 27. On January 25, as advised by the Prosecution Service of Minas Gerais (District Attorney's Office of the Mariana District), the Commission of Affected Parties requested the cancellation of the meeting, even with all agreements signed and in compliance. On that occasion, the Commission requested that the meeting be held after the conciliation hearing, which will deal with the enforcement action proposed by the MPMG to the maintainers, scheduled for February 6. Out of respect for the decision of the Bento Rodrigues Commission of Affected Parties, the Renova Foundation canceled the meeting on the date in question.

Other steps still need to be completed, such as the approval of the final version of the conceptual urban project by the Bento Rodrigues community and the expropriation of the land by the Municipal Government to regularize the General Property Registry (RGI) on behalf of the Renova Foundation, process that depends on the approval of the project by the community. 225 families will be resettled.

With regard to the resettlement of Paracatu de Baixo (MG), the last two lots that make up the host area were acquired in January and all public deeds of purchase and sale were drawn up. The next step is the regularization of real estate on behalf of the Renova Foundation with the RGI.

The State Department of Towns and Regional Integration (Secir) and the State Department of Environment and Development (Semad) issued a technical report with recommendations for the development of the urban development project of Paracatu de Baixo. In order to comply with the recommendations, the Renova Foundation carried out new complementary environmental studies, prepared a technical report and forwarded it to the respective bodies and to the Municipal Commission for Matters related to the Renova Foundation (COMAR) of the Municipal Government of Mariana and the Commission of Affected Parties of Paracatu de Baixo.

In Gesteira (MG), negotiations are underway with the owner for the acquisition of the polygonal (host) area. During this period, the State Environmental and Social Defense Association (AEDAS), the technical advisory body of the community of Gesteira, is developing a conceptual urban project with the community for discussion and validation with the Renova Foundation.
Planned, for those families whose houses cannot be rebuilt in their original areas (rural areas) and families that refuse collective resettlement, is the option to acquire a new property (via assisted purchase), considering the same characteristics and constructive property equivalent to that prior to the dam collapse, in a place to be chosen by them.

Following the criteria and guidelines of the Resettlement Assistance Policy, assistance started for three affected families of rural communities, in the form of Assisted Purchase, a commitment signed in the minutes of the meeting held on December 21, with participants from rural communities, including committees, Caritas, Movement of Those Affected by the Dam (MAB), Renova Foundation and its third parties Synergia and H&P.

The Renova Foundation also carried out the transition of the social accompaniment actions to the company Synergia, which took over the collective thematic activity of the group of elderly and family members, the monitoring of the group of the Colina community garden and the individual accompaniment of the impacted families, residents in temporary rented housing, in Mariana.

In this transition period, in order to provide a satisfactory environment for the groups and families involved in the actions, the teams of the Reconstruction of Villages Program and Synergia worked together developing the following actions: home visits with the elderly to present the Synergia social team and mobilization for the masks workshop; visit to members of the Community Garden; and the realization of the Mascaras workshop, a complementary activity that precedes the participation of the elderly group in the carnival event in RecriaVida, scheduled for the beginning of February.

Regarding the socio-cultural actions, the Renova Foundation followed the three kings parade of Paracatu (MG) and held meetings with the group of religious and young people from Gesteira (MG) to evaluate the feast of Our Lady of Conception patroness, held in December 2017, and define the next activity of the youth group: 1st Fishing Championship.

Also, in the community of Barreto (MG), an action was started to support the Three Kings event in the community. Subsequently, data was collected for the preparation of the annual, monthly and weekly calendars of community celebrations and events.

The Bill that modifies the Master Plan of Mariana (MG) was approved and sanctioned so that part of the land of Lavoura, that will house the new town of Bento Rodrigues, can be used for urban expansion. The modification of the site was a legal prerequisite for land use and occupation, and the thereafter division of land into lots. It is a major milestone, paving way for the other resettlement processes to be initiated, such as the issuance of the construction permit and environmental licensing.

Other steps still need to be overcome, such as the expropriation of the land by the Municipal Government to regularize the General Property Registry (RGI) on behalf of the Renova Foundation, which is already underway, and approval of the final version of the conceptual urban project by the community of Bento Rodrigues. 225 families will be resettled.

The principle is that the dwellings and public areas of Bento Rodrigues and the other villages that will be built will meet the needs as raised by future residents, preserving their habits, neighborhood relations, ways of life and cultural and religious traditions.

Regarding the resettlement of Paracatu de Baixo, the State Department of Regional Towns and Integration (Secir) and the Secretary of Environment and Development (Semad) issued a technical report with recommendations for the development of the urban development project. The completion of the acquisition of the sites depends on the regularization of the documentation of one lot, which is being done by the owners.

In Gesteira (MG), negotiations are underway with the owner for the acquisition of the polygonal host area. Its conclusion depends on the validation of the area by the Residents Committee.

As part of the process for social support to the families, the Renova Foundation, through the Resettlement and Social Protection programs, carried out an action to integrate and support the social assistance services of the municipality of Mariana (MG) with the objective of strengthening the partnership for the development of joint actions.
The initiative provided the group of elderly with information on the public equipment and moments of interaction with the other residents of Mariana during the participation in the end-of-year fraternization event at RecriaVida.

Renova supported and participated in the novena (nine days of prayer) and the feast of Our Lady of Conception, patroness of the community of Gesteira (MG). In the same way, it supported the Three King’s Day parade of Paracatu, the two Three King’s Day parades of the community of Barreto and the recital of Christmas, presented by the youth group of Bento Rodrigues in the nursing home of Mariana. Structured actions regarding the local cultural identity were also started in Barreto.

Workshops were held with the community to evaluate the scale models of the two alternatives for the new village of Bento Rodrigues (MG). In all, 23 workshops were held with a total of 499 participants (representing 164 families). The observations and comments collected will be consolidated in a unique urban development project, which will be validated by the community in a meeting.

A public hearing was also held for discussing the Municipal Urbanization Law Project of the area where the village will be rebuilt. The comments are being evaluated by the Municipal Government and a new hearing will be scheduled for approval of the law by the Municipal Council, approval and publication by the Municipal Government.

The regularization process of the acquired land proceeds its phase of consolidation of the decree of friendly expropriation by the Prosecutor of the Municipal Government of Mariana.

Regarding the resettlement of Paracatu de Baixo, the State Department of Regional Towns and Integration (Secir) and the State Department for Environment and Development (SEMAD) issued a technical report with recommendations for the development of the urban development project. The completion of the acquisition of the sites depends on the regularization of the documentation of the two lots, which is being done by the owners with the support of the Renova Foundation team responsible for land regularization.

The commission of affected parties and the community of Gesteira were presented the area that the owner of the chosen site is willing to sell, but it was not accepted. The negotiation to acquire the area from the owner has started, but its conclusion depends on the approval of the commission of affected parties. The technical advisory body of the affected parties is carrying out a study on the chosen site, to evaluate its approval.

As part of the social family support process, which focuses safeguarding the social identity and affective memory of the elderly and their families, a gathering was organized at the Casa dos Saberes in Mariana (MG) for an afternoon dance with typical foods. Also during this period, Renova validated the Regulation of Use and Responsibilities of the Community Garden of Colina with the members of the community garden. In addition, it helped with the planning of the feast of the patroness of Gesteira, scheduled for the beginning of December 2017. The musical events, with groups from the communities of Bento Rodrigues, Paracatu and Gesteira, took place during this period according to a joint agenda with the community, the instruments and methods being used: guitar, percussion and choral singing.

The preparation of the Municipal Urbanization Bill Project was completed in the area where the new village of Bento Rodrigues will be built, so that the area, now rural, is transformed into an area of urban expansion. This project will be presented at a public hearing to be then forwarded to the Municipal Board and then sanctioned by the Municipal Government. The approved bill will make it possible to open the process of the urban licensing process with the Secretary of State of Regional Towns and Integration (Secir).

For the Bento Rodrigues urban project, the scale models were created of the two alternatives for occupancy of the area, which will be presented at workshops in the community to gather the impressions that will help consolidate one single project.

The teams of the Secretary of State of Towns and Regional Integration (Secir) and the Secretary of Environment and Development (Semad) went to the country to visit the area where Paracatu de Baixo will be rebuilt. The environmental studies and the urban project, discussed with the community, were also sent to the organs for preliminary evaluation. A meeting will be scheduled for the collective construction of the environmental and urban licensing timeframes with the participation of Secir, Semad, Municipal Government and Residents Committee.

In a meeting with the owner of the area where Gesteira will be rebuilt, the polygon of the area to be acquired was consolidated. In November, the negotiation will begin to acquire it from the owner.

As part of the social family support process, the elderly and their families visited the Lavras Novas district in Ouro Preto (MG). In this period, Renova delivered a community garden for families in the communities of Bento Rodrigues and Paracatu. In addition, gatherings and musical workshops were held in the community of Gesteira and Paracatu. Support for the celebration of popular festivals also continued, especially the Celebration of Our Lady of Aparecida and the commemoration of Children's Day in the communities of Bento Rodrigues and Paracatu.

A working meeting was held between the Renova Foundation, the Secretariats of State of Towns and Regional Integration (Secir), the State Secretariat for Environment and Development (SEMAD), the Municipal Government of Mariana and the Residents Committee of Bento Rodrigues, for the process of environmental and urbanistic licensing for the reconstruction of Bento Rodrigues (MG). It was established that Renova will present, through scale models, two layout alternatives for the area to consolidate, together with the community, a single urban project that will be validated in assembly. The urbanization process (change from rural to urban area) will be carried out in parallel to the consolidation of the urban project.

In Paracatu de Baixo (MG), the signing of the last land acquisition contracts is awaiting a regularization on the owners’ end. Regarding the urban project, the Residents Committee has resumed evaluation, and the project is being adapted according to the comments made.

In Gesteira (MG), the negotiation for the acquisition of the host area is being carried out with the owner in conjunction with the negotiation of his indemnification (PIM).

As part of the social family support process, visits were made with the elderly and family to the Music museum and Sacred Arts museums in Mariana. In addition, a choir, singing popular songs, was created involving all the communities. During this period, Renova continued to support the celebration of popular festivals, especially the Baby Jesus Celebration and Folia de Reis, by the community of Paracatu (MG), and the Sao Vicente de Paulo Celebration, by the community of Gesteira (MG).

The Bento Rodrigues (MG) project was adjusted as requested by the Secretariats of State of Towns and Regional Integration (Secir) and Environment and Development (Semad), preserving as much as possible the original relationship between the town’s neighborhoods. The project continues to be evaluated by public agencies and the community. Parallel to the approval, the Urban and Environmental Licensing process and the Urbanization Law Project process (alteration of rural to urban area) are underway and so is the basic project required for the resumption of the hiring process of the infrastructure service.

In Paracatu de Baixo (MG), of the nine pieces of land that are in the process of acquisition, seven contracts have been signed. The two remaining are in the final phase of signing. Meanwhile, the Paracatu de Baixo urban project was revised to meet the guidelines of public agencies regarding the natural terrain slope and was referred to the Residents Committee for evaluation.

In Gesteira (MG), the Technical Advisory Body of the State Environmental and Social Defense Association (Aedas) was mobilized and the negotiation for the acquisition of the area chosen by the community was reopened.

Among the social support actions carried out with the families living in temporary housing, the following should be highlighted: the Vale Train ride on the Mariana-Ouro Preto route with elderly people and their families; the visit to the vegetable garden of Mr. Valdir Polak, in the community of Paracatu; the monitoring of the infrastructure work on the Community Garden Project in Mariana (MG); the mobilization of the Folia de Reis de Paracatu (MG) group and the musical event with the community of Paracatu

The Bento Rodrigues (MG) project was evaluated by the Technical Board of Infrastructure and by the State Secretariat of Urban Infrastructure and Towns (SECIR), which requested adjustments. The completion of the contracting processes for plant suppression and infrastructure of Bento Rodrigues will await the review of the project.

The report of the diagnosis of the Sanitary Landfill of the municipality was submitted to the Municipality of Mariana, in Minas Gerais.

In Paracatu de Baixo (MG), the negotiations with the owners of the other lands that must be acquired for the reconstruction of the village have progressed and are in the final phase. The urban plan of Paracatu de Baixo will be revised, taking into account the same comments made in the Bento Rodrigues project.

Social monitoring continues with several actions of integration of the families of Bento Rodrigues and Paracatu de Baixo, aiming to maintain the ties between them. Worth mentioning is the meeting with the elderly and family members at the Casa de Cultura, in Mariana (MG), for the “Musical Café" workshop. In Gesteira (MG), Renova supported the planning and participation in the event "Gesteira Aiá", a cultural festival of the community.

A meeting was held between public authorities, the Renova Foundation and the Residents Committee for a better understanding of the actions required to start the process for the Environmental Licensing for Bento Rodrigues (MG), together with the State Department for the Environment (SEMAD). At the meeting, task force groups were created that will define and monitor the implementation of actions. Parallel to the licensing process of Bento Rodrigues, the contracting of plant suppression and infrastructure services is underway.

In Paracatu de Baixo (MG), negotiations have begun with the owners of the additional lands that should be acquired for the reconstruction of the village. Meanwhile, the urban plan is being evaluated by the Residents Committee and Caritas.

In Gesteira (MG), the Technical Advisory Body of the State Environmental and Social Defense Association (AEDAS) is in the process of mobilizing support from the residents in the evaluation of the urban project of the new village.

Social follow-up actions continue to be carried out with the residents of Bento Rodrigues and Paracatu de Baixo, with emphasis on conducting conversations with seniors and students to answer questions about the resettlement.

In Paracatu de Baixo (MG), the contracts were signed for the acquisition of the first plots of land for the resettlement. The urban plan is being adapted, according to the comments made by the Residents Committee and the Technical Advisory Body (Cáritas).

Signed an agreement with the State Environmental and Social Defense Association (Aedas), which will provide technical advice to those that were impacted in Barra Longa (MG) and will work together with the technical team of the Renova Foundation to consolidate the urban project for the resettlement of Gesteira.

A group of 157 people from Bento Rodrigues (MG) visited Lavoura, site of the reconstruction, to be informed about the location of the main streets, the church and the school. Interested infrastructure services providers also visited the site, with the objective of collecting information for the preparation of technical and commercial proposals.

Alternatives and possibilities for water treatment and distribution in the Bento and Paracatu resettlements were discussed at a technical meeting, held in Mariana.

Participating in the event were representatives from the concessionaire Autonomous Water Sanitation Service (SAAE), the town council, the technical team of the Renova Foundation and Caritas.
Whereas, Cavo, a sanitation company contracted by the Foundation, presented the preliminary results of the diagnosis on the Sanitary Landfill of Mariana. The area allocated for the resettlement of Bento Rodrigues is about 2 km from this landfill, so this analysis seeks to identify possible impacts and suggest measures to revert them.

Soil studies were also contracted to survey the characteristics of Lavoura, necessary for the infrastructure projects of the Bento development, such as earthworks, containment, drainage, water and sewage network, etc.

In Bento Rodrigues (MG), environmental field studies were completed and the basic infrastructure projects were finalized, which will allow the initiation of the Environmental Licensing process and the contracting of infrastructure services. The contracting of the architectural project of the houses and equipment of collective use is in progress.
In Paracatu de Baixo (MG), the negotiation stage for the acquisition of the land was completed. The consolidation of the Urban Plan with the Residents Committee is in progress.
In Gesteira (MG), negotiations are ongoing for the acquisition of the land chosen by the community, with mediation of the Prosecution Service.
Initiated the round table conversations with groups of elderly people from Bento Rodrigues and Paracatu de Baixo to convey information about resettlement and integration activities (trips, songs, etc.).

In Bento Rodrigues (MG), the urban plan of the district was consolidated by the Residents Committee and Technical Advisory Body and the first survey campaign in the field of fauna, flora and speleology (science that studies or explores natural soil cavities such as caves and grottos) in the cultivation area. Whereas in Paracatu de Baixo (MG) the forest inventory work was completed for the first properties and the survey of the rural farmers for resettlement was also completed. Further ongoing in the district is the forest inventory work of the five new areas incorporated into the reconstruction project.

Ongoing are the studies of environmental impact on the sites chosen for the resettlement of Bento Rodrigues and Paracatu de Baixo (MG), as well as the identification and diagnosis of rural residents for resettlement, together with the Paracatu de Baixo community.

The urbanization project of Bento Rodrigues (MG) has been approved in accordance with the community and the basic projects are already in progress. In Paracatu de Baixo (MG), the geological studies were completed and the preliminary urban design was presented to the Residents Committee. Also ongoing is the negotiation process for the acquisition of land in Gesteira (MG).

Together with the community the validation process of the urban design of Bento Rodrigues (MG) was started, in addition to meeting with local authorities and Caritas Brazil to discuss the matter. Whereas in Paracatu de Baixo (MG), the validation of the expectations survey took place for the preparation of the Urban Design Concept, with the presence of 70% of households eligible for resettlement. A meeting was held with the State Department of Environment and Sustainable Development (Semad) to address the licensing strategies for the resettlement of the communities. Furthermore, in progress are the basic projects of the water and sewage systems, the construction sites and new accesses, both for Bento Rodrigues (MG) and Paracatu de Baixo (MG).

The urban design project of Bento Rodrigues (MG) was completed together with the residents' committee. In progress are the environmental impact studies of the Bento Rodrigues site and completed are the topography and survey of the land chosen for resettlement of the Paracatu de Baixo (MG) community.

Together with the community of Paracatu de Baixo, a survey was carried out about the expectations for housing and the village, as well as the beginning of the urban development project and studies regarding the analysis of topography and the exploration of the land destined for resettlement. In Bento Rodrigues, there are ongoing studies about the environmental impact on the land destined for the resettlement of the community. The construction of the school in Gesteira is in its final phase and will be delivered to the community in December.

The urban project of Gesteira has been completed, so are the survey, topography (geology in progress) and video for validating the urban project by the Bento Rodrigues community, as well as the voting for choosing the area for relocating Paracatu de Baixo.
